This looks like the ornamental bandstand to Victoria Square being removed only some 50yrs after it was erected. The roof-tiles are being removed (see them stacked at the foot of the l/h ladder) and the boarded roof structure is exposed. This area had once been described as the ‘Dark continent’ as it was left as an open, overgrown field, one that occasionally hosted visiting circuses, until long after the Town-hall was completed. Work to turn it into a more formal public-square was only commenced around 1899-1901.
